Vintage Olde Bouquet silverplate Set 65 piece by Godinger Rare

In this set we have 65 pieces service for 12 plus serving pieces. I noticed the pieces have a film of white not sure from what but when washed with soap and water it comes off. Comes with a nice walnut box.
